Horsburgh Island or Pulu Luar is the most northern uninhabited and small circular island which has a small lagoon in its center. It is named after the famous Scottish James Horsburgh who worked for the East India Company and mapped several seaways in Asia. During WWII it was this island being transformed into a fortress with guns and where the famous Ceylon revolution began in their coup to give the island to the Japanese. Scuba divers will be stunned with the clarity of the water and its stunning underwater marine live. It is scuba diving at its best.
